Cascade Planning offer comprehensive planning advice on all aspects of the use of land and/or buildings in England. We provide planning advice and consultancy services for home owners, land owners, developers and architects within the residential, retail and commercial sectors.
Cascade Planning is a newly established planning consultancy. Our company managing director, Andrew Mulindwa, is a respected chartered town planning professional who has worked in a number of Local Planning Authorities in England since 2000. Andrew is passionate about planning and delivering positive outcomes for clients. He has a wealth of experience in dealing with development proposals from small scale domestic housing extensions and retrofit projects to larger, more complex new developments, including commercial, retail, education, and residential projects.
Andrew is a a member of the Royal Town Planning Institute and holds an Honours Degree and Postgraduate Diploma in Town and Country Planning and Environmental Management, respectively.

Applications for Planning Permission and Other Consents
Recent and proposed changes to the planning regime in England have rendered the task of getting planning permission or other consents difficult and onerous. Cascade Planning can minimise or remove the complexity and confusion surrounding this process by preparing and submitting your planning application for you.
We understand that every planning application is unique, and as such we provide our clients with all the support and assistance necessary to achieve the best possible outcomes. This includes arranging for third-party consultations with specialist experts in relation to sunlight and daylight, ecology and biodiversity, financial viability assessments (FVA), flood risk assessments and transport and highways, where necessary.
Pre-application Advice
We lead on pre-application engagement with the local planning authorities and key stakeholders including the community and elected members in consultation with relevant departments of the local Council, for example.
The questions we seek to address are about the feasibility of a development proposal, in planning terms. Can the site be redeveloped, can a building be converted into a different and more viable use, is the scheme worth pursuing . These are the primary questions and appraisals which inform the development strategy and the pre-application proposal that we submit to Local Planning Authorities.
Planning Application Preparation & Submission
We prepare applications for full planning permission, reserved matters applications following grant outline planning permission, non-material and minor material amendments to approved development schemes, advertisement consent, listed building consent and engage in S106 negotiations with Local Planning Authorities.
Planning application and Pre-application submissions are accompanies by Planning Supporting Statements (SPS) containing an assessment of the proposal against relevant national, regional and local planning policies and supplementary planning guidance of the Local Planning Authority. They include a review of the site and surrounding area, a review of the planning history of the application site and a reasoned justification for the development proposal.
Permitted Development Certificate & Prior Approval
We advise on strategies for securing formal certification from a Local Planning Authority that a proposed or existing development is lawful. We prepare and submit applications for prior approvals where we would seek confirmation from a Local Planning Authority that development including extension and/or change of use of residential, retail, commercial and officer units do not require formal planning permission.
Planning Appeals
We advise on all aspects of planning appeals including evaluation of the reasons for refusal of a planning application given by the Local Planning Authority, preparation and submission of planning appeals to the Planning Inspectorate and instruction of counsel and expert witness services.
We assess reasons for refusal, develop appeal strategies, make written representations to the Planning Inspectorate and/or attend hearing on behalf of appellants.
